McClain, an assistant counsel at the Judicial Conduct Board of Pennsylvania, will be an assistant counsel for investigations and enforcement. Schwoyer, Executive Director and Chief Counsel for the Judiciary Committee of the Pennsylvania House of Representatives, will serve as deputy chief counsel for investigations and enforcement. Horner, an associate specializing in casino gaming law at the Atlantic City, New Jersey, firm of Brown & Carroll, will serve as deputy chief counsel for licensing.
